sure that all potentially interested parties have a chance to review and comment on the
information associated with the proposed projectPurposeThe purpose of the PSD public notice is to provide sufficient information as to the type of source involved, and its projected emissions and proposed controls, such that potentially interested citizens will be apprised of the main issues. Mailing ListsThe facility must inform those citizens belonging to a mailing list of persons requesting notice of PSD permitting actions. Newspaper NoticesThe public must be given opportunity to comment on the non-proprietary information submitted by the owner or operator of the source. Usually, the local county newspaper with the largest circulation is chosen to host a request for comment for a minimum period of 30 days. Public HearingIn addition, the facility must provide an opportunity for a public hearing for interested persons to appear and submit written or oral comments on the air quality impact of the source or modification, alternatives to the source or modification, the control technology required, and other appropriate considerations. |
